Wayne Enoch is the Executive Director of AFSCME Council 20. He is a thirty-year District Government employee at Child & Family Services Agency (CFSA). He has Bachelor of Social Work and Master of Social Work degrees. While at CFSA, he held multiple positions, including Social Service Assistant, Social Worker, Fair Hearing Coordinator, Program Monitor and most recently, Senior Revenue Accounting Specialist. Taking advantage of AFSCME’s Free College Benefit, Wayne studied Accounting, to enhance his skillset in that field.
Utilizing his social work advocacy skills in the labor movement, he has held positions as Shop Steward, Secretary-Treasurer and President of AFSCME Local 2401; which consists of Social Service employees in DC Government. Over the years, he has worked with several agency directors to develop strong Labor Management Partnership Councils (LMPC). The LMPC at CFSA was recognized because of its performance within the District. Prior to being the Executive Director, Wayne has been a Trustee, Recording Secretary and President of Council 20.
Wayne is a long time District resident and recognizes many of the needs of the community as well as the importance of the public services. Wayne is determined to ensure excellence in representation and collective bargaining, especially in the Federal and DC, Arlington County, Alexandria City governments and private sector Locals that are affiliated with Council 20.
