Congressman Tom Price Introduces Federal Employee Rights Act

WASHINGTON, D.C. – Congressman Tom Price, M.D. (GA-06) issued the following statement today after introducing the Federal Employee Rights Act(H.R. 4461) – legislation to protect the workplace rights of federal employees.

“It has been decades since Congress properly reexamined federal labor law. The workplace rights of federal employees ought to be protected just as we are fighting to protect the rights of private sector workers – particularly when it comes to how their hard-earned dollars are used by union leadership. The Federal Employee Rights Act would offer basic paycheck, workplace, and ballot protections, putting the interest of federal employees first.”

The Federal Employee Rights Act would:

Offer Protection from Forced Union Dues – Prohibits federal agencies, including executive, legislative, and judicial agencies, the United States Postal Service (USPO), the Postal Regulatory Commission (PRC), and the government of the District of Columbia, from deducting labor organization fees from the salaries of their employees. Workers would have the choice to voluntarily send contributions on their own.

Provide Political Protection – Require federal unions to receive opt-in permission from each member to use his or her union dues for purposes other than collective bargaining (e.g., partisan political activity).

Require a Majority Vote of All Employees – Require that in order to form a union a majority of all federal employees in the proposed unit must have voted in favor.

Ensure Federal Employee Privacy Protection – Give federal employees the right to opt out of having their personal information shared with a union during an organizing campaign.

Guarantee Secret Ballot Elections – Guarantee that all employees have a right to a secret paper ballot election.
